South Korean maritime groups protest port authority merger

Approximately 300 maritime and civic organizations across South Korea have launched a coordinated protest against the government's plan to merge the nation's four major port authorities into a single entity, tentatively named the 'Korea Port Authority'. The proposed reform aims to consolidate the Incheon, Busan, Ulsan, and Yeosu Gwangyang port authorities to improve public institution efficiency.

Opponents argue that the merger will undermine national maritime competitiveness and regional autonomy. Critics emphasize that each port serves distinct economic functions: Busan focuses on container transshipment, Incheon serves as the gateway to the capital region, Ulsan specializes in energy, and Yeosu Gwangyang supports steel and petrochemical industries. They contend that a centralized structure will lead to bloated bureaucracy, delayed decision-making, and conflicting investment priorities.

Protest groups cited international models in the Netherlands, Germany, China, and Singapore, noting that successful global ports often utilize decentralized, specialized management structures rather than centralized ones. The groups have called on local political leaders to intervene, noting that the integration would require legislative changes to the Port Authority Act.
