South Korean officials see dialogue potential in scaled-back military drills

South Korean officials have expressed optimism that the decision to scale back annual joint military exercises between the United States and South Korea could facilitate renewed dialogue between Washington and Pyongyang.

Unification Minister Chung Dong-young stated that the reduction of the Ulchi Freedom Shield exercise aims to make the security situation safer and could open doors for inter-Korean ties. This follows an order from U.S. President Donald Trump to shorten the 11-day drills, which he argued sent a “totally inappropriate and hostile” signal to North Korea.

Foreign Minister Cho Hyun also characterized the U.S. president's gestures as a “turning point” and a “new starting point” for peace on the Korean Peninsula. While noting that the decision to scale back the drills was made without prior notice to Seoul, Cho indicated that the move serves as a catalyst for new developments. He emphasized that South Korea is prepared to consult closely with the U.S. to ensure the opportunity for dialogue is not missed, suggesting that deterrence can be maintained through other means.
