South Korea to relocate 350 public institutions and ministries to Sejong

The South Korean government has announced a major plan to decentralize power from the Seoul metropolitan area by relocating approximately 350 public institutions and several central government agencies to Sejong City. The relocation process is scheduled to begin in 2027, with the government aiming to minimize the number of institutions remaining in the capital. Key ministries, including the Ministry of Justice and the Ministry of Gender Equality and Family, are prioritized for relocation to Sejong starting in the first half of 2027. Additionally, the government plans to establish a presidential office in Sejong by August 2029 and complete a new National Assembly building there by 2033.

Parallel to the relocation, a large-scale restructuring of the public sector will take place. The government intends to consolidate or restructure 109 public institutions—roughly 20% of all public bodies—to eliminate overlapping functions and improve efficiency. Major planned mergers include combining the five state-owned power generators into a single entity, tentatively named ‘Korea Power’, and merging the four regional port authorities into the ‘Korea Port Corporation’. Furthermore, the Korea Oil Corporation and Korea Gas Corporation are slated to merge to bolster national energy security. To expedite the relocation, the government will utilize private building leases rather than waiting for new headquarters to be constructed.
