South Korean Special Prosecutor nears conclusion with mass indictments

The second comprehensive special prosecutor team, led by Kwon Chang-young, is approaching the end of its six-month investigation, with a final report due on August 24. The team is expected to implement a ‘heavy tail’ strategy, concentrating a large number of indictments in the final week of the probe.

Key targets for potential indictment include First Lady Kim Keon-hee regarding allegations of receiving gifts in exchange for preferential treatment in presidential residence renovation contracts. The investigation also covers former National Intelligence Service (NIS) officials, including former Director Cho Tae-yong, concerning their alleged involvement in insurrection and efforts to justify martial law to international entities.

Additionally, the team is reviewing cases related to the Yangpyeong highway route changes and the Deutsche Motors stock manipulation allegations. While the special prosecutor has already indicted 26 individuals, including former President Yoon Suk-yeol and several lawmakers, legal experts have raised concerns regarding the feasibility of maintaining such a high volume of prosecutions concentrated at the end of the term.
