South Korea’s housing permits plunge, delaying construction projects

National housing permit approvals in South Korea fell by more than half, dropping from 203,000 units in January‑May 2022 to just 99,000 units in the same period of 2023, a 51.2% decrease. Officials attribute the slowdown to local government bottlenecks, with city and provincial offices repeatedly resetting permits and passing responsibility between departments. Projects such as the Chuncheon Daewon district development have seen approvals stretched over six years, pushing expected completion dates back by several years.

Industry observers say the delays raise construction financing costs, increase housing prices and add an estimated ₩3 trillion in nationwide financial burden for each month of faster processing. Critics call for stronger legal mechanisms to curb arbitrary permit extensions and to streamline the approval process.
