South Korea's MFDS faces budget recovery issues after contractor bankruptcy

South Korea's Ministry of Food and Drug Safety (MFDS) is facing criticism over the failed recovery of 368 million won in advance payments intended for a digital medical product lifecycle management system. The project stalled after the contracted company abruptly abandoned the work and subsequently declared bankruptcy.

According to data provided to lawmaker Heo Jong-sik, the MFDS had paid approximately 43% of the contract value as an advance, despite the company delivering 0% of the required work. Efforts to reclaim the funds were blocked when the company filed a lawsuit against the state to deny the existence of the debt. Although the MFDS sought compensation from Seoul Guarantee Insurance, the payout was suspended pending the litigation. The company's bankruptcy in August has further complicated the recovery process.

The delay in system implementation also created an administrative gap following the enactment of the Digital Medical Products Act. While the MFDS eventually contracted a new provider using remaining funds to partially launch the system, a significant portion of the total budget remains tied up in the failed contract.
