Southern California Edison utility debt relief program

Southern California Edison’s Arrearage Management Plan (AMP) offers qualifying customers the opportunity to have up to $8,000 in overdue electric debt forgiven. To benefit from the program, participants must maintain on-time payments for 12 consecutive months.

To qualify for AMP, customers must be enrolled in either the California Alternate Rates for Energy (CARE) or the Family Electric Rate Assistance (FERA) programs. Additional requirements include having been an Edison customer for at least six months, carrying an overdue balance of at least $500 (with some portion unpaid for over 90 days), and having made at least one on-time payment within the last 24 months.

The initiative comes amid rising costs, as the California Public Utilities Commission's Public Advocates Office reported that Edison's residential rates increased approximately 83% between 2015 and 2025. Reports indicate that nearly one in five California households served by major investor-owned utilities were behind on energy bills in 2025, a situation exacerbated by extreme summer temperatures in regions like the High Desert.
