Southern Italy procurement stations face digitalization and staffing challenges
A recent survey conducted by the University of Calabria regarding Single Procurement Stations (SUA) in 29 provinces across Southern Italy has revealed significant operational challenges. The findings, presented as part of the P.A.C.T. project, categorize the stations into three distinct clusters: critical stations lacking stable structures, intermediate stations facing high workload stress, and advanced stations with integrated monitoring.
Key findings indicate a gap in digitalization; while 86.2% have completed requirements for the Digital Procurement Platform, only 45% utilize fully digital document exchange with delegating entities. Furthermore, 79.3% of stations lack performance verification systems during the execution phase, and 72% lack standardized internal procedures or quality controls. The report highlights that provinces are struggling with staff shortages and excessive workloads, emphasizing the need for continuous training and standardized administrative tools to maintain ANAC qualification.
