S&P Dow Jones Indices relaxes Canadian index eligibility criteria
S&P Dow Jones Indices (S&P DJI) has announced revisions to the eligibility criteria for its S&P/TSX Canadian Indices. Under the new rules, foreign issuers listed on the Toronto Stock Exchange (TSX) may qualify for inclusion if they maintain a “material and substantive connection to Canada,” even if they are not domiciled or incorporated within the country.
Previously, eligibility was restricted to companies domiciled or incorporated in Canada. This policy shift could allow the major copper producer Anglo Teck to join the S&P/TSX Composite Index. Anglo Teck is the result of a $53 billion all-stock merger between Anglo American and Teck Resources, which is expected to close between September and March. While the new entity will be headquartered in Canada, its primary stock listing will be in London.
The changes follow a market consultation launched in July and are scheduled to take effect on December 21, 2026.
