Space Force Pushes Acquisition Reform, Emphasizes Program Execution

The U.S. Space Force is implementing a multi‑year acquisition transformation that shifts how requirements, budgeting and program management are linked to operational users. The effort includes delegating contracting authority to acquisition experts and rolling out nine mission‑focused Portfolio Acquisition Executives, a structure the service aims to fully operationalize by November 2027.

Space Systems Command commander Lt. Gen. Philip Garrant warned that the 18‑month transition must not compromise the execution of ongoing programs such as the Deep‑Space Advanced Radar Capability and the Remote Modular Terminal satellite jammer. He said the service is working with Congress to secure sufficient budget flexibility while realigning personnel and streamlining processes after the Joint Capability Integration and Development System was disbanded.
