Spain approves 13 billion euro airport investment plan

The Spanish Council of Ministers has approved the third Airport Regulation Document (DORA III) for the 2027-2031 period. This regulatory framework outlines a massive investment plan of nearly 13,000 million euros across the Aena-managed airport network. These investments are self-financed through Aena's own revenues rather than the General State Budgets.

Regarding tariffs, the government has opted for a minimal annual increase of 0.33%, which equates to approximately three cents per passenger. This decision sits between the 3.82% increase requested by Aena and the 4.9% reduction sought by airline associations.

Regional investments vary significantly. The Basque Country is set to receive 469.5 million euros, with 364 million earmarked for Bilbao airport. Galicia will see 207 million euros in investments, including 107.9 million for Santiago-Rosalía de Castro. In the Balearic Islands, the plan includes reforms for Ibiza to meet Schengen requirements, though the MÉS party has criticized the projected passenger growth, arguing the islands cannot sustain the anticipated 50 million annual passengers by 2031.

The approval has caused political friction within the coalition government, as Sumar ministers expressed direct rejection of the plan during the Council of Ministers meeting.
