Spain allocates €233.4 million to green hydrogen projects by Repsol and Doña Urraca

The Spanish Ministry for the Ecological Transition and the Demographic Challenge has earmarked €233.4 million through the “Auctions as a Service” (AaaS) mechanism to finance renewable‑hydrogen production in three projects located in Castilla‑La Mancha and Galicia. The projects are:

* Repsol’s Atlas plant in Arteixo (A Coruña) with 50 MW of electrolyser capacity, receiving €133.394 million. * Puertollano Hydrogen Network in Puertollano (Ciudad Real) with 12.27 MW, receiving €49.791 million. * Quixotgen in Villarrobledo (Albacete), promoted by Doña Urraca Energy, with 30 MW, receiving €50.216 million.

All three were selected in the third IF25 auction but missed EU funding due to budget limits. The Instituto para la Diversificación y Ahorro de la Energía (IDAE) transferred national funds, part of a €440.5 million budget financed by NextGenEU recovery money. The subsidies cover hydrogen certified as 100 % renewable for up to ten years and must meet the “do no significant harm” environmental criterion. With remaining budget, additional projects such as AccionaPlug in Zaragoza could be added if they accept transfer from the European Hydrogen Bank.
