Spain has enacted the Animal Welfare Law (Ley 7/2023) which came into force in 2023. The legislation prohibits owners from habitually keeping dogs, cats or ferrets on balconies, terraces, patios, basements, courtyards or inside vehicles, allowing such spaces only for brief, supervised periods.

The law also sets strict limits on how long companion animals may be left alone: dogs may not be unattended for more than 24 consecutive hours, while cats may be left alone for up to three days provided food, water and suitable conditions are available. Breaches are penalised with graduated fines – light offences from €500 to €10,000, serious offences from €10,001 to €50,000, and the most severe cases up to €200,000.

Additional obligations include mandatory civil‑liability insurance for dog owners, compulsory micro‑chip identification and registration, and a requirement that cats be sterilised before six months of age. The law applies nationwide to the estimated 15 million companion animals in Spain.
