Morocco claims Ceuta and Melilla as Spain rejects sovereignty demands
Morocco has renewed its territorial claims over the Spanish autonomous cities of Ceuta and Melilla, with Justice Minister Abdellatif Ouahbi asserting the country's historical and geographical rights. Ouahbi proposed a bilateral dialogue mechanism to reach a definitive solution regarding the status of these cities. Spain has categorically rejected these claims, maintaining that Ceuta and Melilla are integral parts of Spanish sovereignty and the European Union.
These diplomatic tensions arise amid a significant migration crisis in Ceuta, following an influx of tens of thousands of people attempting to cross the border from Morocco in late July. In response to migration pressures, the European Union has confirmed an additional 190 million euros in funding for migration management in Morocco through 2027.
Despite the political friction, economic ties between the two nations remain deep. Bilateral trade was valued at 22,757 million euros in 2025. In the first half of 2026, Spanish exports to Morocco rose by 3.5% to 6,420.5 million euros. The relationship is also characterized by energy interdependence, with Morocco importing 8% of its annual electricity demand from Spain in 2025.
