Spain and Morocco probe third drug‑smuggling tunnel beneath Ceuta

Spanish law‑enforcement agencies have uncovered evidence that a criminal network is planning a third underground tunnel to move hashish from Morocco into the Spanish enclave of Ceuta. The tunnel, which would run beneath the Tarajal industrial zone and even under a permanent Guardia Civil control point, is described by the Drugs and Organized Crime Unit (Udyco) as a complex, multi‑level facility equipped with rails, carts and crane systems. Intercepted conversations reveal the syndicate’s intent to use the tunnel as a rent‑seeking hub, charging a fee per kilogram of drug that passes through.

The discovery follows two earlier tunnels found in 2025 and early 2026, each sealed by Spanish police after extensive operations. Investigators have repeatedly requested technical assistance from Moroccan authorities to map the tunnels and identify the builders, but no cooperation has been received, stalling the judicial process. The tunnels are viewed as a strategic conduit that feeds the Port of Algeciras, turning it into a major entry point for hashish into Europe.
