Spain and Navarra agree to transfer R&D and innovation powers
The Government of Navarra and the Government of Spain have reached an agreement to transfer competence in Research, Scientific and Technical Development, and Innovation (I+D+i) to the Chartered Community of Navarra.
President María Chivite Navascués announced the deal, which was further detailed by Vice President Javier Remírez and Counselor Juan Luis García. The transfer is expected to become effective in the final quarter of the year. Under the agreement, Navarra will exercise full functions in the field of I+D+i, coordinating activities and promoting regional interests, while the Spanish State will maintain general coordination and promote actions of general interest.
The agreement follows the Organic Law 13/1982 regarding the reintegration and improvement of Navarra's Foral Regime. Political groups, including the PNV, have noted that this transfer fulfills commitments made in the 2023 investiture pact and represents a strategic step toward a knowledge-based economic model.
