Spain approves €7 billion State Housing Plan, allocating funds to regions

Spain’s government secured unanimous support from all 17 autonomous communities for the State Housing Plan 2026‑2030, unlocking a €7 billion investment over five years. The plan aims to address the shortage of affordable housing by dedicating 40% of the funds to new construction and acquisition, 30% to rehabilitation of existing stock, and the remaining 30% to protect vulnerable households.

Funding is divided between the central state (60%) and the regions (40%). The largest allocations go to Andalucía (€1.197 billion), the Community of Madrid (€1.113 billion) and Catalonia (€1.015 billion). Other regions receive between €378 million and €799 million, with Castilla‑La Mancha slated to obtain €280 million. New anti‑fraud clauses will ensure permanent public protection for housing built with plan resources and improve transparency through a public data system.
