Spain awards €56 million public housing contract as private developer launches €30 million Valencia project

The Ministry of Housing's public agency Casa 47 has awarded a €56.1 million contract to manage the future State Affordable Housing Park. Two consortia won the bid: one led by Emerald Impact, Guinot Prunera, Ingeus and Fantastic 4 Real Estate, which will handle the Asturias‑Galicia and Catalonia‑Navarre‑Basque regions; and another comprising Serveo (formerly Ferrovial’s service unit) and La Factoría GC, responsible for the Valencian Community, Murcia, Andalusia, the Balearic Islands, Canary Islands, Castile‑La Mancha, and Madrid. The tender prioritized social‑service profiles over purely financial managers, with requirements to support tenants, reduce arrears amicably and prevent loss of housing.

Separately, Behike Capital, led by former Sareb executive Gonzalo García‑Prieto, purchased an 8 810 m² plot in Valencia’s Turia Nova district for a €30 million residential development. The project will comprise a 15‑storey building with about 89 apartments averaging 98 m², designed by architects Cano and Escario, and is slated for marketing in Q4 2026 with prices starting at €350 000. The firm plans further residential investments in major Spanish cities, targeting sites with at least 3 000 m² of buildable area.
