Spain Government guarantees 4.5% public sector wage increase for 2027

The Spanish Ministry for Digital Transformation and Civil Service has formally guaranteed to unions CCOO, UGT, and CSIF that public employees will receive a 4.5% salary increase starting January 1, 2027. This commitment is part of a multi-year framework agreement signed in November 2025, which outlines a total wage increase of 11% for the 2025-2028 period.

While the government has reaffirmed its intention to approve the measure, it has not yet specified a concrete date for the decree. Labor unions are demanding that the increase be approved before the general elections scheduled for November 29 to ensure legal certainty. The proposed increase affects approximately 3.5 million public employees across central, regional, and local administrations.

In a separate labor development, the Spanish government is also considering a hike to the Minimum Interprofessional Wage (SMI). Unions are advocating for a 7% increase to help workers maintain purchasing power against inflation, while the government is reportedly considering a figure closer to 5%.
