Spain's New Anti‑Tobacco Law Expands Smoke‑Free Zones Across Andalusia
The Spanish Council of Ministers approved a new tobacco law that extends smoke‑free areas to beaches, river beaches, pools, parks, terraces, sports venues and work vehicles. The measure also aligns e‑cigarettes, heated‑tobacco devices and nicotine pouches with traditional tobacco restrictions, and creates a 15‑metre smoke‑free perimeter around entrances to public buildings, hospitals and schools.
The law bans smoking for persons under 18 and allows fines of up to €600 for parents or guardians. It targets more than 1.8 million smokers in Andalusia – about 20.9 % of the adult population – and covers over 200 km of coastline in the province of Almería, including towns such as Adra, Roquetas de Mar, El Ejido and others. The draft has been sent to the Spanish Congress for parliamentary processing. Health minister Mónica García presented the reform, while critics including bar owners and public figure Coto Matamoros have voiced opposition.
If approved, the regulation will become binding across the region, imposing new obligations on hospitality venues, outdoor public spaces and transport hubs.
