Spain faces criticism over biodiversity strategy and Almaraz nuclear plant delay

Spain has submitted its seventh National Biodiversity Report ahead of the 17th Conference of the Parties (COP17) in Armenia. Ecologistas en Acción says the plan only aligns with three of the 23 global biodiversity targets and warns that indicators do not match measures taken. A BBVA Foundation poll shows strong public support for nature protection, with 68% deeming species extinction very serious and 65% viewing habitat loss similarly. Military lands covering about 135,000 hectares host 266 protected species, acting as de‑facto biodiversity refuges.

Five major environmental NGOs – BirdLife, Amigos de la Tierra, Ecologistas en Acción, Greenpeace and WWF – are urging the Spanish government to honour the 2019 schedule for closing the Almaraz nuclear power plant. They argue that extending operation to 2030 would raise CO₂ emissions, hinder renewable‑energy investment and increase electricity bills by up to €3.8 billion between 2026 and 2033. The NGOs note that the nuclear plant’s safety report addresses only radiological risks and does not satisfy conditions related to supply security or cost to taxpayers. The government has yet to make a final decision.
