Spain faces intense pressure on coastal territories and infrastructure

Spain is facing significant territorial pressure along its coastline, where economic activity, tourism, and strategic infrastructure converge with high climate vulnerability. Although coastal areas represent only 8.6% of Spain's surface area, they host approximately 40% of the registered population, totaling 19.2 million people in 2024. The actual number of people utilizing these territories is estimated to be much higher due to seasonal tourists, second-home owners, digital nomads, and temporary workers.

In the province of Cádiz, this seasonal surge has led to reports of infrastructure collapse during the summer months. Local authorities and residents have denounced the lack of resources to manage the influx of visitors, citing overwhelmed roads, insufficient cleaning services, and inadequate security and parking. In Barbate, the mayor has called for urgent measures on the A-2231 road to address safety concerns for pedestrians and traffic congestion, highlighting a recurring struggle to balance economic success with the capacity of local services.
