Spain healthcare reforms stalled by early election announcement
The announcement of early elections by Spanish Prime Minister Pedro Sánchez has left several key healthcare legislative projects in limbo. Due to the dissolution of the Cortes Generales, pending bills must restart their parliamentary process under a future government.
Major stalled initiatives include reforms to tobacco regulations, which aimed to expand smoke-free zones to terraces, beaches, and parks, and to regulate electronic cigarettes. Other suspended measures include a bill to prevent alcohol consumption among minors in educational centers and a project to introduce generic tobacco packaging. Additionally, the Medicines and Health Products Bill, intended to ensure equitable access to innovation and drug supply, has been halted.
The healthcare sector is also facing significant internal tension regarding the reform of the 'Estatuto Marco'. This proposed update to the regulatory framework for health professionals has faced opposition from medical unions, autonomous communities, and various government ministries, leading to planned strikes and calls for a new government to reach a consensus on professional regulation.
