Spain implements 2030 tourism strategy amid record growth and rising absenteeism
Spain is navigating a period of significant growth and structural challenges within its tourism sector. The industry is seeing record-breaking international arrivals and spending, with the country projected to reach 100 million international visitors this year. Tourism currently accounts for approximately 12.6% of Spain's GDP and supports roughly three million jobs.
To manage this success, the Spanish government has introduced the 'Turismo España 2030' strategy. This roadmap aims to prioritize sustainability and the well-being of local residents, focusing on diversifying tourism toward less-visited rural areas to alleviate pressure on overcrowded destinations like Barcelona. The plan is designed as a cross-governmental policy to manage mass tourism impacts.
Simultaneously, the sector is facing operational hurdles, most notably a rise in employee absenteeism. In 2025, absenteeism reached a historic high of 7.7% of scheduled hours, affecting between 1.6 and 1.7 million people daily. According to Exceltur, the costs associated with absenteeism represent 2.6% of tourism revenue. Businesses cite rising costs and labor market shifts as primary concerns, with 57.8% of companies identifying absenteeism as a significant risk.
