Spain implements 400 prefix for commercial calls

As of October 17, Spain has implemented a new regulation requiring companies to use nine-digit phone numbers starting with the 400 prefix for all commercial and telemarketing calls. This measure, part of the Law on Customer Service, aims to help consumers distinguish sales calls from essential customer service communications.

The new 400 numbers are strictly unidirectional, meaning they are intended for outgoing calls only; users cannot call these numbers back. This design is intended to prevent fraud and accidental contact with unknown numbers. Telecommunications operators are required to allow customers to block entire series of 400 numbers upon request.

The regulation applies to large companies (those with over 250 employees or specific revenue thresholds) and providers of essential services such as water, gas, electricity, transport, and telecommunications. While major operators like Movistar and DIGI have already announced their specific number ranges or screen labels, consumer organizations like CONSUBAL have noted that while the move increases transparency, stricter monitoring and sanctions are necessary to effectively curb unwanted spam.
