Spain implements major affordable housing and rental initiatives

The Spanish government and regional authorities are implementing several large-scale initiatives to address housing affordability and rental market pressures.

In the Basque Country, the regional government is launching a Social Housing Fund to provide 10,000 rental units for middle-income families earning between 25,000 and 65,000 euros. Construction is slated to begin in 2028, with rents capped at approximately 8 to 9 euros per square meter to ensure they remain significantly below market rates.

Nationally, the central government is investing over 10 million euros in Andalusia to build affordable university housing, with 6.5 million euros specifically allocated to the Universidad Pablo de Olavide in Seville. This move aims to provide viable residential alternatives for students while reducing demand and price pressure on the local rental market.

Additionally, the government is activating 201.7 million euros in subsidies through the Casa 47 program. This initiative will support the construction of 2,425 affordable rental units across 29 projects in Spain. The program provides an average of 83,000 euros per property to private developers to ensure economic viability, with the condition that the properties revert to the State after 50 years of rental concessions.
