Spain implements LOMLOE education law reforms

The LOMLOE (Organic Law 3/2020), also known as the Celaá Law, is the current educational legislation for non-university education in Spain. Enacted in late 2020 and implemented in January 2021, it partially replaces the previous LOMCE law and modifies the 2006 Organic Law of Education (LOE).

The reform aims to balance quality and equity by shifting from a model of varying educational itineraries to one focused on key competencies. Significant changes affect various stages, including Infant, Primary, ESO, Baccalaureate, and Vocational Training. Key shifts include moving away from standardized learning standards toward a competency-based approach, granting more autonomy to regional administrations and schools regarding curriculum and methodology. Additionally, the law alters evaluation and promotion processes, removing previous re-examination requirements and allowing teaching teams to make collective decisions on student promotion based on reinforcement plans.
