Spain implements new DGT traffic regulations for cyclists and VMP users

New traffic regulations from Spain’s Directorate-General for Traffic (DGT) will take effect on October 1, introducing stricter safety requirements for cyclists and users of Personal Mobility Vehicles (VMP), such as electric scooters.

For VMP users, wearing a helmet is now mandatory nationwide, and users must be over 15 years old. Reflective vests are required during night riding or in low visibility, and professional VMP users must always wear them. While lighting must be on 24 hours a day, this specific requirement will only become mandatory in 2027 to allow for user adaptation.

Drivers overtaking cyclists face new restrictions and penalties. On interurban roads, drivers must reduce their speed by at least 20 km/h relative to the posted limit while passing a cyclist. In urban areas, drivers must maintain a lateral distance of 1.5 meters when changing lanes and must leave a 5-meter gap from cyclists traveling in the same lane. Violating these overtaking rules can result in a 200 euro fine and the loss of six driving license points.
