Spain implements prison security reforms and processes inmate regularization requests

The Spanish Ministry of the Interior has recorded 291 requests for regularization submitted by foreign inmates within the prison system. These requests were made under Royal Decree 316/2026, which modified the Immigration Regulations. The data specifically concerns foreign nationals classified as preventive detainees who lack a final conviction or are awaiting appeals. The highest number of requests originated from prisons in Murcia (46) and Madrid (43), followed by Castellón (38) and Alicante (34).

Simultaneously, the Ministry of Justice, under the administration of President Laura Fernández and Justice Minister Gabriel Aguilar, has implemented increased security controls and restrictions within penitentiary centers. Measures include the removal of electrical outlets, microwaves, and screens, alongside stricter limits on food deliveries, family visits, and telephone communications.

To manage inmate activity, the authorities launched the ‘Zero Leisure’ plan, a program designed to engage prisoners in productive tasks such as cleaning national routes, maintaining educational centers, and manufacturing school furniture and high-containment uniforms. The administration stated these measures aim to strengthen security and instill discipline through productive labor.
