Users must wear a certified helmet and a reflective vest at night or in low‑visibility conditions, with a fine of €200 for non‑compliance. The rules take effect on 1 October, while the helmet requirement for motorcycle users will begin on 1 October 2027.

In Lleida, a 17‑year‑old was arrested after a fatal collision involving an electric scooter that killed a 35‑year‑old man. Police charged the minor with serious negligent homicide, failure to render assistance and driving without a licence.
