Spain introduces new safety mandates for professional bicycle delivery workers

New traffic regulations in Spain will introduce mandatory safety requirements for professional cyclists starting October 1. According to the Dirección General de Tráfico, individuals using bicycles for professional delivery services—including food delivery riders and parcel couriers—must wear a certified helmet and a high-visibility reflective vest.

While adult cyclists may still ride without helmets for private use in urban areas, the new reform of the General Traffic Regulations removes this exemption for those using bicycles as a professional tool. The requirement for reflective vests applies to all urban streets and thoroughfares during work hours. Failure to comply with these safety measures will be classified as a serious infraction, carrying a fine of 200 euros. These rules also extend to professionals operating personal mobility vehicles, mopeds, and motorcycles.
