Spain launches cogeneration auctions and public forest register under new 2026 regulations

The Spanish government approved Real Decreto 530/2026 and Order TED/672/2026, enabling auctions for 1,200 MW of high‑efficiency cogeneration capacity. The measure aims to revitalize a sector that has lost half its installed capacity since 2019, improve industrial energy efficiency and support decarbonisation. Auctions of 600 MW each are planned for 2026 and 2027, targeting new installations and upgrades in energy‑intensive industries.

In parallel, the Andalusian administration published the first Register of Public Forests (RMPA) following the new Law 3/2026 on Montes de Andalucía. The register lists 1,434 public forest lands, detailing ownership by the regional government, municipalities and other public entities. The inventory replaces the former catalog, standardising legal regimes and enhancing forest protection.

Both initiatives reflect Spain’s broader effort in 2026 to modernise sectoral regulation, boost competitiveness and reinforce environmental objectives.
