Spain Leads Europe in Jihadist Arrests for 2025

Europol’s latest report shows Spain recorded 100 arrests of individuals suspected of jihadist offences in 2025, the highest total among European Union members and accounting for roughly one‑third of all EU jihadist arrests. The agency documented 486 terror‑related suspects detained across 21 countries, 45 attacks in ten nations, with jihadism linked to 24 of the attacks and 347 arrests.

Spanish authorities note a shift toward younger, technologically proficient extremists who use the internet and social media for recruitment, planning and propaganda. Many operate alone, posing new challenges for police monitoring of online radicalisation. An example cited is the 31‑year‑old woman seized on 16 November 2025 for producing jihadist content online and maintaining contacts with convicted terrorists.

The report also highlights an increase in low‑cost, lone‑actor attacks, the influence of online environments, and the use of the Gaza conflict to fuel antisemitic narratives. Spain additionally recorded arrests of right‑wing, left‑wing and nationalist terrorists, registering 36 convictions and 15 acquittals in related judicial proceedings.
