Spain mandates helmets for cyclists and permits motorcyclists to use shoulder lane

From October 2026 Spain will enforce a strict helmet requirement for all cyclists riding on roads outside built‑up areas. The rule applies to every age group and carries a fine of €200 for non‑compliance. Professional bike couriers must also wear a high‑visibility vest. The reform also tightens overtaking rules: drivers must stay at least 20 km/h below the speed limit when passing cyclists on inter‑urban roads and keep a minimum 5‑metre distance in towns.

In a separate measure, the revised traffic code allows motorcycles to travel on the right shoulder or side lane during traffic congestion, provided the stretch is signposted, the speed does not exceed 30 km/h and the lane is cleared for emergencies. This aims to improve traffic flow and motorcyclist safety. Violations of the new side‑lane rule are subject to fines.
