Spain Ministry of Transport requests dismissal of certain DeCA fines

The Spanish Ministry of Transport has acknowledged technical failures within the electronic control system for the Goods Transport Control Document (DeCA). Due to these glitches, the Ministry has instructed autonomous communities to archive sanctions issued between October 5 and October 19, 2026, where the inability to download or view digital documents prevented officials from verifying compliance.

The issues arose following the mandatory implementation of electronic formats for the DeCA and the Electronic Passenger Transport Waybill (HeRU). Reports indicate that tablets used by law enforcement agents could not consistently access digital files, making it impossible to distinguish between actual documentation failures and system errors.

This measure is limited in scope and does not constitute a general moratorium. Fines related to other infractions, such as missing essential data within the documents, will not be affected by this request for dismissal.
