Spain nears end of European fund execution amid productivity concerns

Spain is approaching the conclusion of its execution period for European Recovery Plan funds. While the capital has supported investment and digital transformation, experts and business organizations have raised concerns regarding the speed at which funds have reached the real economy and their overall impact on productivity.

Spain concluded its execution period on August 31, but the government has until September 30 to request the seventh and final disbursement from Brussels. To date, Spain has received approximately 78,000 million across six payments. The final request could unlock an additional 21,462 million in transfers and 4,400 million in loans, potentially pushing the total beyond 100,000 million by the end of 2026.

Discrepancies exist in how the success of the program is measured. The official Elisa portal reported that by late June, over 95,000 million had been called and 70,000 million resolved. Conversely, BBVA Research estimated that 62,726 million had been awarded, representing 78% of the Recovery and Resilience Mechanism volume. Business leaders have noted that the lack of a unified statistical reference has made tracking the program's effectiveness difficult.
