Spain enters final phase of EU recovery fund execution

Spain is entering the final phase of its Recovery, Transformation, and Resilience Plan, funded by the European Union’s NextGenerationEU program. As of August 31, 2026, the execution period for established milestones has concluded, though the Spanish government has until September 30 to officially request the final disbursements.

To date, Spain has received 78 billion euros, representing 76.5% of its total 102 billion euro allocation, after meeting 338 milestones. A final request for the seventh installment is pending, which involves evaluating 148 objectives to unlock approximately 21.46 billion euros in transfers and 4.4 billion euros in loans. If successful, total funds received by the end of 2026 could exceed 100 billion euros.

The government reports that the funds have benefited 1.5 million recipients, primarily SMEs and micro-businesses, with a heavy focus on digital and green transitions. However, debate persists regarding the plan’s long-term impact. While the government highlights improvements in productivity and youth unemployment, some economic analysts and entities like Funcas have raised concerns regarding the actual effectiveness of the funds in reaching the productive economy and the discrepancy between meeting administrative milestones versus achieving structural economic capacity.
