Spain noise pollution regulations and permitted decibel levels
Noise pollution, defined by Law 37/2003 as the presence of noise or vibrations that cause nuisance, risk, or damage to people or the environment, remains a significant issue. According to 2023 data from the National Statistics Institute (INE), 23.5% of people in Spain reported noise problems from neighbors or external sources, compared to an 18.2% average in the European Union.
While national laws like Law 37/2003 and Royal Decree 1367/2007 provide a framework, specific time limits for noise in residential areas are determined by autonomous community and municipal ordinances. Generally, permitted hours are between 08:00 and 21:00 or 22:00 on weekdays, and 09:30 to 21:00 on weekends or holidays. Noise exceeding permitted levels during designated rest periods can be reported and is subject to economic sanctions.
