Spain: OCU warns of fines up to 1,220 euros for electric scooters

The Organization of Consumers and Users (OCU) has issued a warning regarding potential traffic fines for electric scooter users in Spain. Drivers who fail to comply with current regulations face cumulative penalties that can reach up to 1,220 euros.

The two primary infractions involve the lack of mandatory vehicle registration with the DGT and the absence of required third-party insurance. Fines for failing to register a scooter range from 202 to 610 euros, while operating without insurance can incur similar penalties, reaching up to 800 euros if coverage is not in force. In addition to financial penalties, authorities may impound the vehicle and move it to a municipal depot.

Data indicates a significant gap in compliance; out of more than four million electric scooters in circulation in Spain, only approximately 140,000 were registered as of April. The OCU also highlighted the severe financial risks of accidents without insurance, noting that civil liability for damages or serious injuries can range from 150,000 to 500,000 euros.
