Spain Overhauls Migration Rules: Ends Humanitarian Permit, Adds Year‑Long Job‑Search Visa

Spain will cease issuing and renewing the humanitarian residence permit that has been granted to people whose asylum applications were rejected. The change takes effect on 12 June 2026 and aligns Spanish law with a new EU migration pact that separates humanitarian authorisations from international protection. The measure primarily affects migrants from Venezuela and other Latin American and African countries, many of whom have used the permit since 2018. Current holders can transition to other residence categories through a process opened on 16 April 2026.

At the same time, Spain has introduced a 12‑month visa for foreign nationals seeking employment, extending the previous three‑month allowance. The visa, approved under Real Decreto 1155/2024, applies to specific groups such as descendants of Spanish citizens and workers in designated sectors or regions. Holders may stay to search for a job and, once they secure employment, must have the employer apply for a residence and work permit.

Both measures form part of broader reforms to Spain’s migration system, aiming to tighten asylum‑related authorisations while facilitating legal labour‑market entry.
