Spain: Pet waste disputes lead to threats and municipal fines

Residents in the Ciutat Vella neighborhood of Sagunt are facing rising tensions due to death threats posted on walls targeting dog owners who do not clean up after their pets. The messages warn owners to keep their dogs from urinating or defecating in the streets to avoid harm. This follows a recent wave of vandalism in the area, including slashed car tires.

In other parts of Spain, municipalities are taking formal regulatory action to manage pet waste. The Madrid City Council has intensified its ‘Haz tu magia por Madrid’ campaign, deploying environmental educators to parks and plazas to encourage residents to dilute urine and collect excrement.

In Alhama de Murcia, authorities reported 30 sanctioning files during 2026, with the majority involving failures to clean up pet waste. Local officials also noted that many infractions included missing vaccinations, lack of microchips, or outdated health records.
