Spain proposes adding neighbour‑average consumption to electricity bills

The Spanish Ministry for the Ecological Transition, now led by State Secretary for Energy Sara Aagesen, has re‑introduced a proposal to include on residential and small‑business electricity invoices a comparison of a household’s consumption with the average consumption of other users sharing the same postal code. The draft resolution, published for public comment until 6 July, would require the National Markets and Competition Commission to set up an information exchange file, and electricity distributors to calculate and forward average consumptions to suppliers.

If adopted, the bill would also display additional data such as the average price of energy consumed, contract type (fixed or indexed), the name of the product or offer in the free market, and detailed self‑consumption information for customers with rooftop generation. The changes would affect roughly 8 million consumers on the regulated PVPC tariff and more than 20 million on the liberalised market. The proposal remains a draft and will be finalised after the consultation period.
