Spain proposes European Climate Adaptation Fund

Spain has proposed the creation of a European Climate Adaptation Fund to help EU member states prepare for the increasing risks of extreme weather events, such as droughts and floods. The proposal was presented in a non-paper intended to inform the development of new European climate resilience frameworks.

The proposed fund would supplement existing instruments in the 2028–2034 EU budget and work alongside the European Competitiveness Fund, specifically its components dedicated to clean transformation and decarbonization. While the proposal aims to prioritize vulnerable sectors—including water, health, infrastructure, forests, biodiversity, tourism, agriculture, and fisheries—the specific size of the fund, distribution rules, and beneficiaries have not yet been determined.

Madrid’s proposal comes as the European Commission works on integrated climate resilience and risk management frameworks, expected to be adopted in the second half of 2026. The push for dedicated financing is driven by the rising economic costs of climate-related disasters. According to the European Environment Agency, economic losses from such events in the EU totaled approximately 822 billion euros between 1980 and 2024, with over 208 billion euros occurring between 2021 and 2024.
