Spain proposes extending gambling law to tech providers

Spain's gambling regulator, the Directorate General for the Regulation of Gambling (DGOJ), has launched a public consultation to amend the 2011 Online Gambling Law. The proposed changes would broaden the regulatory perimeter to include technology providers – companies that supply software, game content, integration platforms and compliance tools – in addition to licence‑holding operators.

The reform aims to strengthen oversight of illegal operators that currently reach Spanish users from abroad by using third‑party digital infrastructure. It would impose reporting, traceability and possible liability obligations on providers such as aggregators and KYC services. The DGOJ notes the sector's growth, with gross gaming revenue reaching €1.7 billion in 2025 and over two million active players, underscoring the need for updated rules that match the modern online gambling landscape.
