Spain pushes transport cooperatives and mobility reforms to boost circular economy

A transport cooperative model called TRANSCOOP is being promoted in Spain as a way to give drivers professional autonomy while the organisation handles administration, billing, insurance and vehicle management. By pooling fuel, maintenance and tire purchases and by aggregating loads, the cooperative reduces empty‑kilometres, cuts costs and supports a more efficient, circular logistics system.

Experts at a round‑table in Asturias urged a faster transformation of mobility beyond electrification alone. They highlighted that transport consumes 41 % of Spain’s energy, with half of road use belonging to private cars, and called for a mix of electric vehicles, renewable fuels, energy efficiency, shared‑mobility services, rail freight and digital tools. The speakers – Pedro Prieto of the Institute for Energy Diversification and Savings, port authority president Nieves Roqueñí and Fundación Asturiana de la Energía director Carlos García – stressed the need to shift freight from road to rail, develop intermodal corridors and improve digital platforms so customers can track shipments in real time.
