Spain reallocates €309 million from Education to Presidency ministry

On 14 July 2026 the Spanish Council of Ministers approved a budget transfer of €309.8 million from the Ministry of Education, Vocational Training and Sport to the Ministry of the Presidency, Justice and Relations with Parliament. The money is earmarked to cover staff costs – payroll, social‑security contributions and salary supplements – for the department headed by Félix Bolaños.

The move follows a three‑year legislative period during which the government has been unable to pass a new budget, relying on extensions of the 2023 accounts. With more than 73 % of the Presidency ministry’s budget already spent on personnel, the transfer was needed to meet rising payroll demands. A similar, smaller transfer of roughly €30 million was made in April for digitalisation projects, but the July transfer is ten times larger and is not tied to specific education programmes, raising concerns about potential cuts to vocational training, classroom digitalisation or other support measures.

The reallocation highlights ongoing fiscal pressures and the government's strategy of shifting funds between ministries when budgetary gaps arise.
