Spain reforms viticulture rules and announces new wine sector aid

Spain is implementing regulatory reforms and new aid programs to support its viticulture sector amid declining consumption and market instability. Under Royal Decree 684/2026, the Spanish government has introduced more flexible rules for vineyard replanting to adapt to climate change and shifting market demands, such as the rising interest in lower-alcohol wines. The new regulations extend the validity of replanting authorizations to eight campaigns and allow regional authorities to extend new planting authorizations by up to twelve months in areas affected by natural disasters.

In the Castilla-La Mancha region, the government is launching two specific aid initiatives this autumn. The first, focused on promoting wine in third countries, will be published in September to help producers access markets outside the European Union. The second, the VINATÏ aid program for winery investments, is scheduled to open on November 1. These measures follow the extension of the Wine Sector Intervention (ISV) period, aimed at strengthening the competitiveness of regional producers.
