Spain requests final Next Generation EU funds and prepares consumer laws
Spain is preparing to submit its seventh and final request for Next Generation EU funds to Brussels, involving approximately 26 billion euros linked to the fulfillment of 148 milestones and objectives. This marks the beginning of the closing phase for the extraordinary recovery program designed to boost the economy following the pandemic, which is set to conclude by the end of 2026.
Simultaneously, the Spanish government is advancing a draft Sustainable Consumption Law to align with European consumer protection regulations. The proposed measures include limiting price increases for essential goods and services during exceptional market circumstances to prevent disproportionate hikes. The law would also require companies using dynamic pricing systems to disclose maximum and minimum price limits to increase transparency.
Furthermore, the legislation aims to regulate ‘shrinkflation’—the practice of reducing product quantity while maintaining the same price—by requiring clear notification to consumers. The reform also seeks to strengthen the sanctions regime by linking fines to company turnover and increasing protections against greenwashing.
