Spain reviews Moroccan acquisition of Boluda Maritime Terminals

The Spanish government is evaluating a proposed acquisition by the Moroccan semi-public company Marsa Maroc, which seeks to purchase 45% of Boluda Maritime Terminals (BMT) for 80 million euros. The deal, announced in December 2025, is currently under review by the Foreign Investment Board (Jinvex), the National Intelligence Centre (CNI), and the National Security Department to assess potential risks to national security and strategic infrastructure.

BMT manages port terminals in several Spanish locations, including Las Palmas, Tenerife, Lanzarote, Sevilla, Cádiz, Santander, and Barcelona. Concerns have been raised by the Gran Canaria Island Council and the University of Las Palmas regarding the impact on the competitiveness of the Port of Las Palmas. There are fears that Moroccan involvement could favor new infrastructure in Morocco, such as the Dakhla port in Western Sahara, potentially diverting maritime traffic away from the Canary Islands.

The decision rests with the Council of Ministers, following the framework for foreign investment control in Spain and the European Union. This review occurs amid ongoing diplomatic tensions between Spain and Morocco.
