Spain sets 15‑year age limit for e‑scooters; Colombia drafts micromobility regulations

The Spanish Directorate General of Traffic (DGT) approved a reform that, from 1 October 2026, prohibits anyone under 15 from riding electric scooters or other personal mobility vehicles. The rule aligns scooters with mopeds, makes parents or guardians liable for violations, and foresees fines of roughly €200‑€500.

Colombia’s Ministry of Transport released a draft resolution establishing safety standards for electric scooters, scooters, electric unicycles and e‑bikes. The proposal requires working brakes, front and rear lights, turn signals, a horn, a speed display, and a speed cap of 25 km/h in bike lanes or parks and 40 km/h elsewhere. Mandatory certified helmets and reflective clothing at night are also stipulated, and from 1 January 2027 all vehicles must carry a small identification plate. The public can comment on the draft until 9 July.

Both measures aim to improve road safety as micromobility use grows rapidly in their respective countries.
